Can anyone explain why this article recommends NOT diluting rubbing alcohol (70% strength) if you make your own disinfecting spray, while the Purell surface sanitizer has less then 30% alcohol, the rest being "inert" ingredients? #COVID19

Doesn’t seem to make sense unless Purell has other added disinfecting agents. I’ve read in many places alcohol has to be at least 60% to work.
