I have a litre of isopropyl alcohol (99.9%) which I'm mixing 70/30 with aloe vera gel. Google "Guide to Local Production: WHO-recommended Handrub Formulations"

Alcohol can also be used as a surface sanitizer....seems strange that the article says not to dilute the 70% (what's in the bottle)...

My guess is, the Purell sanitizer is a gel that keeps the alcohol pressed against the surface, whereas rubbing alcohol just runs all over the place and quickly evaporates away.
