There are very good clinical reasons to discount blood from high risk groups. This does not amount to discrimination, it is a legitimate clinical risk.

HIV isn't immediately detectable in blood after recent infection. The reason for the restriction on donor is based on clinical reasoning and the desire to protect the public, not bigotry. https://www.cdc.gov/hiv/basics/testing.html#how-soon-after-an-exposure …
