Several accounts are claiming dysphoric tweens/teens only turn to online adults (some who are predators) if their parents have disappointed them somehow, or are frank abusers. In 2019, plenty of kids with decent, loving parents are immersed online 24-7 and can still be at risk.

A parent can do practically everything "right" and a kid can still inadvertently (because some adults pretend to be kids) or deliberately fall down a dangerous rabbit hole. Why? Because peers are EVERYTHING to t(w)eens. Parents? Not so much. And peers=Internet "friends" nowadays.
