Can someone explain how and why it is legal in the state of Connecticut for parents to change the sex of their 4-year-old child on their birth certificate? Is there any precedent for this?

But to change the designated sex on the BIRTH CERTIFICATE? Not seeing that on the form, can you point to exactly where it says that?
