The studies suggest younger than 18. The dividing line appears to be the end of puberty (roughly age 14), when sex drive kicks in and they can tell the difference between their gender ID and what turns them on.

This study too, corroborates the finding that lesbians, on average, come to full acceptance and integration of their sexual orientation later on.
