This isn’t a Saami building, it’s a type of storehouse called a stabbur, and this specific one is located in Hattfjelldal municipality in Norway. The Saami are indigenous to far northern Europe in the tundra, where almost no trees large enough to build cabins like this grow.

I stand corrected, thanks for the sources.
