Yep. He glows because Tanuki are able to shapeshift and (I guess) cast a light. Also Tanuki, for their size, apparently have very prominent scrotums. It shows up in a lot of old Japanese art of them.

It's one of their powers in Japanese folklore. They can make them into giant nets and everything. They're always traditionally portrayed with huge balls. Maybe that's why Tom Nook wears an apron? ;)
