Why do they have that fence up?

it's a revegetation fence. Animals won't utilize the bridge until there's sufficient foliage/canopy to feel safe from all the other stuff/creatures around the bridge

We have one in the Cascade Mountains over I-90 between Seattle and points eastward. It's just finishing construction. I wonder how well it will be used. I hope they have cameras to spy on the critters to give us all a sense of accomplishment.
