Because I want to know why they have eyes if they're of no use. However, it seems that their eyes aren't completely non-functional. They just don't see too well.

Can’t see through skin and fur, so it’s not about “too well”, it’s literally “not at all”. so in this specific context, the term ‘non functional’ is accurate. As to why? The answer is simple. Evolution.

Because it’s in fact, not the same thing. Being blind, means the eyes don’t work. Their eyes work, they simply can’t use them any longer.
