Those lights aren’t their eyes, those are located below the eye. Fish don’t have to blink since they’re under water.
The bean-shaped photophores under their eyes contain bioluminescent bacteria, which live with the fish in a symbiotic relationship

Thank u 4 that excellent explanation of what I am seeing in the film clip. When I was a teen in NYC, I caught these jellyfish like animals, clear as jelly w bioluminescent lines going along the body in long stripes, think they were called sea walnuts. Not sure, but at home glowed
