There's no shelter from the cold. As a rule, people take refuge in places that work around the clock, such as train stations, where a lot of police. If you let people stay at subway stations, they'll poop on the tracks

When I am King Of The World, I will make each Moscow metro station into a separate room of my subterranean palace, and use the trains to travel between them. (Note to self: find out whether the Moscow subway is centrally-heated.)
It isn't. Heat curtains at every exit and entrance in winter keep it at about ~10C; in summer it's 5 to 10C below the street temperature simply due to being deep underground.
