why do birds do this?

the Black Drongo is mobbing (attacking) the eagle. Territorial rivalry. Usually the smaller birds are protecting their eggs/young from the larger bird.

Googled him. The eagle was resting on a branch trying to eat a snake when the Drongo swooped down from the sky before landing on the eagles back. The photographer Liu Chia-pin took the photo at that moment.
