Actually it's the old Victorian Dock Building called West India Quay at Canary Wharf, the bottom 2 levels of it are businesses and eateries, the upper floors flats, while the far end in that photo has the Docklands Musuem in it, I live near there and go past it often.

And the Quay has had quite a few of those types of 3d paintings done there for summer events over the past decade, very impressive to see them in real life!
