Part of it may be related to the fact that we have a shortage of doctors, which goes back to the licensing process(med schools)

I just meant there is a lot of pressure in transportation. Mistakes are severely punished. More so than other fields perhaps. I did not mean to criticize medicine or doctors. I know the field is very demanding.

It is. That said, the regulatory framework needs fixing. More doctors and nurses mean lower workloads and fewer mistakes. It also means serial offenders can be treated as replaceable.
