Surely, it would be stupid to expect identical reactions to stimuli in both cities, but that's the whole point of comparing them: establishing what the differences are which lead to different responses to change from e.g. airbnb

Now maybe you don't want NYC to become more like Tokyo and so you resist making any comparisons, as they show that NYC is dirtier, more expensive, more dangerous, and has smaller apartments...It's hard to admit this without admitting it's time for some changes!
