the *kind* of people who commute to work is diverse enough (and I'd be very surprised if it's mostly middle class) this measure is stupid more because it excludes many kinds of travel *made by the working population* than because it ignores travel by those who don't work

It's also stupid cause you can only give one option, so doesn't fully reflect people who use different modes on any given day, or have multi-modal commutes. (I.e. If I walk 15 minutes for a 10 minute train ride, which single mode did I use?)

forreal! this is a shortcoming of most transport surveys though (I'm guessing the Tokyo one earlier way undercounted bus trips for the reason you describe)
