afaik it’s only been implemented on a small area centered around Westminster/the tourist areas.

Ya and google maps' live traffic says those areas are swamped right now (4PM GMT I think)

It’s a pretty ineffective pricing system, and is poorly enforced. My point of bringing it up was with regards to the system of tracking, although I suppose China probably has a better one by now.
