Of those three options, the first is the best (new revenue stream for road upkeep and new construction, w/o shutting down people's ability to travel)...but you don't need a dynamic price for this, tolls accomplish the same thing

I think there’s a huge range between can’t afford to travel and no change. People shop more locally, carpool, bike, shift to existing etc. This is like when the price of beef goes up 10% & people buy more chicken. It’s not that they can’t afford beef but chicken is a better deal

Yes, that's the ideal scenario, but it presupposes there is an available substitute. Many people have no access to transit at all, or the access they do have is to something which takes 2-3 times longer than driving would.
