If MBTA wants more people to use underused garages, and fewer to use places like Alewife or wherever, then they should focus on publicizing garages which are frequently empty! But...I expect that most people's choice of garage is not actually very flexible

For roads at least congestion reduces throughput, lowering the “total capacity” of the road system, if capacity is measured in number of people able to get where they want to go. It’s a straightforward tragedy of the commons.

It’s also absolutely horrible in terms of wasting energy and people’s time.

If you support people using trains you should probably like letting the price of parking and road usage go up. It’s a win-win.
