Mexican taxis get around this by being tiny, chaotic little buses. They'll pull over for another fare if they've got people inside, they'll cram as many people as they can in the backseat.
Not only mexicans. If a cab route is usually expensive on leaving-the-work-times, people are used to share a cab for lower prices. It's always better than riding a full bus. It works also on traveling between cities that are far from each other or to the beach...
