No, as far as I can tell it's a generally grassroots sentiment, but not an entirely honest one--it's a concern trotted out as a cover for concerns that are either too trivial (eg "I just don't like it") or politically unmentionable ("It could mean more poor ppl near my house")
It's more politically productive for opponents of transit (whatever their reason for opposing) to galvanize voters with alarmist predictions than it is to be straightforward about their objections.
