It's a rhetorical flourish, and I'm far from the first to make the comparison--people make it because towers are a broadly unpopular living arrangement. They are also the commonly held image of what "dense development" looks like. If density is important, it needs a better image!

Fortunately, towers turn out to be outperformed wrt density by older conventional urbanism--walkable streets and all that. So it's a point I emphasize at every opportunity. Nothing wrong with having towers in a city! It's good to have variety and options. But if u want density...
