This building was supposed to be TOD from when they rebuilt Ashmont but it's monolithic (instead of many small buildings) and mostly impervious at street level (wasting valuable frontage). Compare to shops in distance, which is more what TOD is supposed to look likepic.twitter.com/XKUwulYIkH
The rear of this bldg has 3 public spaces along busway (incl us (!), the bank, & coffee shop). The front has an additional 4 (real estate, chiropractic, tutoring, & destination restaurant), plus 2 residential entrances for the 124 units (3 fls subsidized rentals & 2 fls condos).
I'm genuinely confused by your perspective that it isn't TOD by definition. I wonder if you would have felt the same if your initial approach from from the streetscape side on Dot Ave?
TOD by definition, yes, but it's a matter of degrees (and I want to push the envelope towards higher and higher standards for TOD). Very possible I'd have felt differently if I'd approached from Dot Ave instead 
My confusion was enhanced by you pointing to some of poorly maintained 1 story units that we regard as transitional, on the way toward being redeveloped as denser mixed-use properties as the econ. revitalization of the area continues. Me: "no! that can't be the standard!" 

You probably meant the multi-story, multi-use stuff up that way instead though. :)
