Americans consider public services things that they're allowed to destroy.
if the transport police were "CITIZEN PICK UP THAT CAN", I imagine that would help. But I'm not sure if it'd be good long term.
Concept: train local unemployed people of a certain level of fitness, pay them something lie 10/hr for sitting on certain routes, pretending to be just another customer, and then nudging Naughty Children, whispering "I'm BusSec. Pick up that beer can, scum."
I can think of a synergy here w @bronzeagemantis thought re: setting up rehab clinics and gyms for neets...could hire from there, put that muscle to good use intimidating ne'er-do-wells
I do strongly think that NEETs are in dire need of rehabilitation. People filled with such large amounts of hate for themselves and others are tragedies.
gyms for neets--rehab clinics for heroin addicts (who may or may not be neets)
