Americans consider public services things that they're allowed to destroy.
if the transport police were "CITIZEN PICK UP THAT CAN", I imagine that would help. But I'm not sure if it'd be good long term.

Here's an idea. >People book online for their carriage. >It's clearly stated that passengers who exit the train, leaving the carriage clean get a one-time-only 5 or 10% discount to their next journey. >lots of CCTV >passengers get emailed a coupon for 5or 10% off IF its clean
that works for reserved trains, but not much good for walk-on-walk-off transit like most subways and buses
