As for north-south link: it's a crucial project that Boston needs but so long as we're talking about electrifying the CR and replacing old rolling stock I maintain that we should also be talking about replacing it with new stock that matches subway specs for thru-running

One last note...it's very important to raise frequency (even at peak hours--and absolutely during the rest of the day and on weekends), but not because "fewer people are working 9-5," but rather because THERE ARE MORE KINDS OF TRIP THAN THE TRIP TO WORK
