Riding trains in Japan it was common to see workers on the track in the middle of the day, during full service--they'd step aside when a train was coming through.

Major projects like the quadruple-tracking on the Odakyu Line or the reconstruction of Tokyu Shibuya were carried out while still operating full service on their respective lines (steps which required the tracks to be clear were conducted at night)
