Any building here which expects to see a lot of visitors over the course of a day will be surrounded by as much parking as it can get away with. Couple that with expectation that nobody will walk, and you get buses pulling into parking lots to drop people at the front door.

This plays havoc with travel times, guaranteeing that the bus will take much longer to traverse a corridor than a car would, and could be pretty easily mitigated just by dropping people off at the curb and having them walk across the parking lots...but that's a very tough sell.
