The point of porn laws isn’t to impenetrably eliminate all access to porn it’s to make it significantly harder to get and therefore less commonly used.

Most people don’t know how to use a VPN and consequentially it becomes a huge barrier to accessing porn. Like piracy. So many people would pirate if it was just a one click download, the extra step of torrenting discourages it.
