Rents in Japan are very low compared to major US cities, rent-per-square-meter is a bit closer to balanced (as you see here--only the most expensive cities are still being outdone)

As for plausibility of the 23 wards--remember that that includes places like Suginami and Setagaya, which are downright suburban (and account for a huge portion of the population and housing stock!)

That’s a good point. All the people I know in Tokyo pay about that for a way smaller space, but they live in more central areas. Smaller Japanese cities are certainly way cheaper than American ones
