moreover, we both know that infrastructure IS for-profit, just for the profit of more than the owner/operator of the infrastructure...but this is the case for any solvent business; if it makes money it's probably useful for the customers as well as the provider

that's a bigger problem than financing structures, but I maintain that by cutting out middlemen (eg bureaucrats who move tax revenue from xy and z sources into the budget for ab and c), you cut down graft and opportunities for extortion

The gas tax is charged at a low rate on all driving at a limited set of discrete points of sale & the funds are concentrated on a small subset of main roads carrying just 25% of vehicle miles. That's how they're affordable and efficient.
