Not anymore, nowadays it's practical to get around SoCal by Lyft/Uber. Which is also expensive but at least doesn't have the sunk cost issue (or the political fighting for free parking issue).

Lyft and Uber are transit--just high cost, low capacity transit, like taxis. Doesn't offer any way to bypass road traffic, either. The sunk costs of existing transit infrastructure of LA won't be recouped by getting rid of it or keeping service at present levels...
