Right, but buses in Tokyo are so slow that the city mostly gave up on them. So best industry practice is elsewhere.

Toei has, what, a million daily bus riders? That's not a lot for how big the city is. Compare that with TfL, or SBS/SMRT.

I can't find annual bus ridership stats for Toei, so I'm not sure--but Toei isn't even the only bus provider in the 23 wards, let alone in the rest of the Tokyo area

The private railroads run some connecting buses, but mostly the first mile in the suburbs is a bike and not a bus.

"some" this is dishonest...the private railroads have extensive bus networks, often multiple networks (different sub-companies etc; Odakyu includes Odakyu Bus and also Kanagawa Chuo Bus plus a few more), and this is still leaving out other gov operators (eg Yokohama City Bus)
