Toei has, what, a million daily bus riders? That's not a lot for how big the city is. Compare that with TfL, or SBS/SMRT.

I can't find annual bus ridership stats for Toei, so I'm not sure--but Toei isn't even the only bus provider in the 23 wards, let alone in the rest of the Tokyo area

Odakyu's fact book doesn't provide ridership for buses, but confirms that bus passengers account for about 6% of operating income--a worse farebox recovery than their trains, but still positive for every year listed (2012-present)
