Because transit decisions are generally made by people who don't use transit, incorrect assumptions can go unchallenged--for example, the assumption that the primary purpose of transit is to get people into their offices in the morning and home at night. General travel ignored!

A transit system should be operating a consistent level of service 7 days a week, most hours of the day--this way people can count on it being there, the same way that drivers can count on the road being there!
