      do you have more information on this? very important if true; I argue for the importance of off-peak service here at work but if I can connect the ridership decline to this shortcoming, my case gets way stronger

      Nothing more than anecdata at this point but it's something that keeps coming up in media coverage all over the places. Would be helpful for someone like @alon_levy to compile some data and anecdotes on this topic...

      I can get you diachronic data for weekday vs. weekend for a few places, like New York and BART.

      That said, neither NYCT nor BART has had any off-peak service cuts recently. New York's big cuts were in 2010, and BART still runs 2*3 tph.

      there may not have been recent cuts, but if Uber etc are really siphoning off transit riders, it makes sense that they would do so at times when transit is least convenient--and in doing so, they prove that there is more demand for travel at those times than providers admit

      The problem is that the 2016 pattern on the subway in New York is really not consistent with the Uber siphoning theory.

          I think one can say both "It's not all Uber's fault" and "crappy off-peak service is a big driver of ridership loss"

          yes--in general i think transit providers want it to be uber's fault because then they can avoid blame

          Yes. Convenient bogeyman. In the same way that TNCs play that role in the "OMG congestion!" debate. They're not helpful, per se, but they're also not the core problem.
