The issue of price is the easiest to explain--train fares in UK fluctuate depending on how full the train is, for two reasons: - discourage crowding (eg, working against a basic principle of transit) - maximize revenue per passenger per train (gouging ppl who don't mind crowds)
I know some of the many, many, reasons why, but I can't be sure that I know all of them
