You wouldn't be ok with a road system where the traffic lights kept shutting off, the bridges kept falling down, etc....hold public transit to the same standard!

It could be, and should be, better. I'd argue that traffic isn't a problem if it doesn't jam up, which indicates the road web can only support a certain max flow. So dense, tight pop? Buses/trains Spread out pop? Cars

Dense places need cars too, and not everyone in spread out places can drive--but yes, roads have a capacity limit (so do trains and buses, of course, but theirs is much higher)

The reason I say traffic jams are "normal operations" for roads is that the capacity limit is fixed, but the used capacity changes drastically during the day--same reason trains get packed around rush hour. A crowded train isn't a malfunction, just like a crowded highway isn't.
