Full disclosure: much as I love my trains, the only truly free way to get anywhere is walking. Half the appeal of trains is how nicely they dovetail with walking!

About 90% of the last mile "problem" is an environment hostile to walking--a mile is a trivial distance to walk (20 minutes at a leisurely pace) if the environment is conducive to it. Also...places where you can walk easily tend to also have more stuff WITHIN a mile of stations

You solve the last mile problem by building more shops and houses more than you do by building more railways and bus routes
