Deeply skeptical that the USA should build any more infrastructure until it can demonstrate a capacity to keep already-built infrastructure in good working condition

Only the case in the handful of cities that are actively growing--a lot of the country is stagnant enough where that's not really an issue (ftr: I am not considering "replacement maintenance" as "new stuff")
