traffic congestion is a feature not a bug, and all attempts to "fix" the bug just end up breaking the feature (the feature = a place that lots of people want to be) before cars, the term for traffic congestion was "crowds," and there has never been a city without crowds

The reason that we suddenly ran into congestion as a "problem" is that--with mass motorization--we dramatically increased the amount of space each person takes up. You can never allocate enough space to cars to compensate for this difference without effectively razing the city!

The solution to car congestion is to make less trips in cars--and that means more WALKING more than it means more transit. Narrow streets, buildings close together, etc!
