Apparently bringing the USA's busiest intercity railway up to the standards of Tokyo 50 years ago is "revolutionary thinking" which is impossible to implement because all the folks involved are incapable of learning anything new

I would think more work to modernize train operation would go against the operating ethos of an organization whose primary purpose is to provide cushy jobs for people and not be competitive with air or automobile travel.

yes, having to do any work at all is apparently anathema--doubly so if it's new work and you might have to think about it a little
