A familiar feeling! Poor fare collection procedures prompt people to expect sloppy enforcement and ride for free; all rail service must be equipped with "oneman" onboard payment or with proper fare gates at stations!

Driver collects fares instead of having a separate driver and conductor. People take tickets when they get on, and pay as they exit (they exit by the driver's cab). Common practice in rural parts of Japan.

So that they can pay based on distance travelled (versus paying the driver when you board).

Bingo! The ticket you get when you board includes a reference to the stop you boarded at, and a constantly updating electronic sign on the train tells you how much to pay to leave depending on where you boarded
