Does Japan have fixed “rush hour pricing”? It seems to me that (reliably) selling off-time tickets for less would be a good way of managing the resource.

Doesn’t that seem wrong? Shouldn’t there be a peak-time surcharge to shift load? Or does that just reduce the overall income via demand reduction?

Trying to micromanage people's schedules like this is more of a deterrent to ridership than a rearranger of it--the crowd is a deterrent on its own, nobody who can travel at other times is choosing to travel in the peak in the first place

What happens when you charge extra in the peak is: - it's harder to know how much you'll pay for a trip - a lot of people with no choice just get gouged - the immense crowds persist anyway
