I don't get why the NYC metro is like this, public services where I live are pretty bad but at least the passenger railways are not at this level. And we're comparing Brazil to the US here

Keep in mind that this station is a particularly bad one, it's not representative of the the system as a whole, an average station would look more like this (first result on google for "mta station") not pretty, but not decrepit either.pic.twitter.com/60dAHbLS1p

Still I hear a lot of people saying that it is usually dirty as heck, does it apply to just some stations too?

Yes by Japanese standards but probably not by Brazilian standards, litter on the platform is relatively rare, litter on the tracks is common but not overwhelmingly so for the most part. This is probably the dirtiest the average station gets. (From an article about train garbage)pic.twitter.com/lQ3ET3c5BS

ohh, it is quite dirty, even by brazilian standards. At least the subway and train services on Sao Paulo and Rio are quite clean. Here are two of your typical subway stations in SP (the first is at downtown and the second at a suburb)pic.twitter.com/S4rhBj8TQV

also take note that the trains there don't serve the really poor areas of the city, but still it is one of the few public services here that works well lol

Looks good, I'm glad to see that they manage to have what they do have clean at least. While the typical New York station would generally be cleaner then what I posted earlier, they'd rarely be as clean as those stations in Sao Paulo. I imagine 24/7 service makes cleaning harder.pic.twitter.com/1zmO5Lax81

hmmmm that may be one of the reasons, the trains here usually stop at 1 AM and comes back at 4 AM

This is definitely bad even by NYC standards, but I'd float that NYC stations are usually *good enough* for places you're only supposed to spend a few minutes before boarding a train. So I'd still focus on making the trains run properly before making the stations prettier.

Also, this station is well past this point, but usually the gross appearance of NYC subway stations isn't because they're actually dirty so much as because of permanent discoloration from years of neglect during the 70s and 80s.

That the Forrest-ian plan begins with a line moratorium and aggressive cleaning lends itself to incremental improvement, which is why its so good IMO.
