I don't get why the NYC metro is like this, public services where I live are pretty bad but at least the passenger railways are not at this level. And we're comparing Brazil to the US here

Yes by Japanese standards but probably not by Brazilian standards, litter on the platform is relatively rare, litter on the tracks is common but not overwhelmingly so for the most part. also take note that the trains there don't serve the really poor areas of the city, but still it is one of the few public services here that works well lol

Looks good, I'm glad to see that they manage to have what they do have clean at least. While the typical New York station would generally be cleaner then what I posted earlier, they'd rarely be as clean as those stations in Sao Paulo. This is definitely bad even by NYC standards, but I'd float that NYC stations are usually *good enough* for places you're only supposed to spend a few minutes before boarding a train. So I'd still focus on making the trains run properly before making the stations prettier.

Also, this station is well past this point, but usually the gross appearance of NYC subway stations isn't because they're actually dirty so much as because of permanent discoloration from years of neglect during the 70s and 80s.
