24 hour service makes maintenance very difficult, has very low ridership (85,000 per weeknight vs 5,700,000 per weekday), costs a lot to operate. Even 4 hours of downtime every night makes an enormous difference for maintaining & cleaning

They're not even planning to cut *all* overnight service, just Monday thru Thursday

what seems to be stopping commonsense decisions like this? bureaucracy? Should the subways be privatized?

always a number of factors--in this case, public outcry is a biggie. Riders will swear they can't live without it, that tons of people use it, etc etc, and politicians consequently won't support it...
