The city in question already had the tram, bike tracks, and sidewalks before the corridor rebuild--I would assume it was already possible to live there without a car, unlike in most of USA. This rebuild just made it harder to drive and didn't even add alternatives.

Imagine a road with sidewalks which gets rebuilt wider by eliminating the sidewalks, and someone describes it as "making it possible to live with a car." Such a thing was already possible! The change only made it impossible to live without one.
