fellas I might need to put out a general transportation plan - railways (duh) - limited-access highways tolled - reduced lane widths & hwy cross-section in urban areas - bus system to feed train stations & close gaps in rail network etc etc
yes and on a continental scale, a lot of it is cheap heavy stuff with low time sensitivity, so rail is very successful but on the *local* scale of massachusetts, most of that freight needs to go by road
