I'm against using locomotives for passenger rail for pretty much the same reason that I'm against using tractor-trailers instead of buses to provide transit in mixed traffic

They don't, but they weigh less and so they can't be used on tracks that could, theoretically, have freight trains on them. It's why Acela had to be so heavy.

or rather, they could be used on the same tracks but only after adding enough surplus weight that you've destroyed the maintenance advantage
